Yep the camera flash won't be picked up by any IR receivers.
The camera will "pick up" IR light but won't be able to interpret it... there is just no way the camera will be able to decode the signal.

A program utilizing the camera could. It doesn't have to be hardware level decoding, but software level instead.

While we can't see it with our eyes, CCD/CMOS cameras can pick up wavelengths beyond our range. To test this you can try pointing a TV remote or anything that uses an infrared LED to communicate at the phone camera. On my XV6700, IR LEDs come up as bluish hue. In short, while they can pick up the wavelengths, the extent that they can interpret the data is questionable.
