Question about video out cable

I was doing some late night shopping on Ebay the other day and i purchased a video out cable, one of the sellers from Hong Kong. I wasn't paying attention and didn't realize i purchased a cable without the charging port on it. I was wondering if I could use the dongle from the mogul with the video cable to charge while using the video cable.
