Need a fix - "Start" bar keeps popping up in fullscreen apps

i've been having an issue with the top "start" bar popping up in fullscreen programs (such as the youtube app and slingbox). It will run whatever program fine for a short time before the bar just pops back up again. this is very annoying and i'd like to find a fix for it.

anyone out there have any idea's?
