[5-10] nueDynamicClock 1.3 - more bug fixes

Does what nueClockControl does, just in an automated way - hopefully it'll increase your battery life without too much of a hit on performance ... let me know how it works out for you, and consider making a donation if you find it genuinely useful =).

update - version 1.1 has tons more features and hopefully less bugs.. do check it out...
another update- version 1.2 fixes a minimum speed on boot bug some people were experiencing
1.3 - fixes slow clock change issue

nue2Chem - is the installer supposed to be run on the PPC rather than via AS ?

PS : - I found yes..... it is installer to be run on the PPC..
