1) Go into Contacts
2) Select Menu
3) Choose Select Contacts => All (or Several)
4) Select Menu again (while your contacts are highlighted)
5) Scroll down and select Add to Windows Live (and select whether or not you also want to add them to Messenger).

Afterwards, your TP should sync automatically with your Live account.

Just as a note, be sure to save a copy of your current Pim.vol file in case something happens to your phone and/or Live account so you can restore your current contacts.

Also, when you add a new contact, just be sure to save them as Windows Live contacts rather than Outlook contacts to have them automatically saved / synced to your Live account.

Thanks a bunch. One more question though. For somereason I cant send windows live email from outlook on my TP, is there a a setting that I need to change to be able to do this?
