How to modify a RUU_signed.nbh?

Well I have a ROM I mostly like but need to remove a file from it. The file is hard cooked into the ROM so not able to delete it. I used Diamond Kitchen 0.04 to extract it into a dump image.. deleted the file.. but how do I recompile it now?
