It is a known issue with the Touch Pro.. It should be a little loose, but not so loose that it comes off... If it gets really bad, I recommend going and getting a replacement.. It should be covered under the hardware warranty that HTC provides on the phone.. And by front screen panel, you mean the D-Pad and Home screen buttons?

If you mean the whole top half (screen, buttons, and all) I'd say that some give is normal but I would definitely consider a replacement if it doesn't stay reasonably 'together.' A friend of mine replaced his Mogul (with another Mogul) off of eBay and his is a little too loose for my taste.

Any of these, new in box, are going to do it. It has to do with how they changed the hinge mechanism. When it's apart it is easier to see. They did it that way so that the action would be smoother for a longer period. Anyone that had their poor Mogul around a lot of dust remembers what I'm talking about. It was like grating your fingers against a ****in' chalk board...

Yeah, it's normal. I think everyone has it, whether they notice it or not. It bugs me quite a bit, but it is what it is. I would take the Diamond if it weren't for the keyboard, which is what causes the issue in the first place. The Diamond went back after about 2 days of trying to peck at the on-screen keyboard with little success. After I got the Pro I became better with the on screen keyboard, but it's still no match for the hardware one. If it were, I would be finding someone with a Diamond to trade in an instant.
I kind of wish they designed it to not be loose, kind of like the Rant and other slider phones which have almost no give whatsoever. So what if it breaks in a year due to that design - that's what TEP is for. Yes, I jest, but it does bug me. On the flip side, I've seen a Rant where the screen literally wobbles as you type when it's open, so even that design, though more solid when closed, has weaknesses. Yeah, The give is because there are 3 slots that the facing slides on. It rotates on the middle slide. It's that way so you can open it with one hand on the side, instead of using both hands. That is hardly anything I worry about, the best improvement to this phone is the durable screen. I tried breaking one the other day with just my hands and ended up with some bloody knuckles.
