Data connection always toggled off

Hi, every time I restart my phone my data connection is always toggled off. Is there something to make it always on instead?

Mine goes to idle after period of inactivity, but kicks back as soon as I need it. And that is perfecr behavior, if it is continuously pulling data, your battery as is will last may be 4 hours...
