its available on the iphone and on verizon i believe
basically its a program where if you're listening to the radio, and you dont know what the name of the song is, u can hold your phone to the speaker (and let the phone listen to it) and the program will spit back out the name of the song (and how/where to buy it).

Is there a similar program for the pocket pc ?

There is such a program, I am currently running it, entitled Music ID by shazam, does exactly what your looking for.
