What is wrong with my bottom bar?

I have never seen this before. I have restored with SPB Backup and have a weird situation where my entire bottom bar (where the softkeys are) is grayed out. I tried hard-resetting, and it was fixed. Restored from this backup again, and once again, I have a gray bottom bar. I have restored from this backup on at least 4 different occasions and not had this problem. Anyone know what I can do? I have attached a screenshot.
