I installed the cab and did a soft reset, however it does not make any changes to the "My Location" setting. I am not sure if it is working or not.

It shuts down the services, so you will not see the changes when you go to "My Location Settings".

You can test it out by using the gps tool, turning it off, and then try running a GPS program like google or something.

It is mortscript compatible too. You can have the script call gpstool to turn it on and off. I think it was gpstool /off /on
