Adding additional buttons to the Programs page

I wanted a few more buttons on the Programs page so I looked in the registry under HKLM>Software>HTC>Manila>ProgramLauncher and saw that there were 18 keys, numbered 0-17. So I added a new key and then duplicated the entries from another key and then did a soft reset.

Lo and behold, when I go to the Programs page, there is now a new empty button! So far so good. I selected this button which brought up the list of available apps and I chose one for the button. But back on the programs tab, the button is still blank!

When I look at the registry entries for this button, it has the proper values, but the button is blank and will not execute the app.

Can anyone suggest where else I might need to look to add an entry to the Programs page? Is it possible to add a second page of program shortcuts?

I tried this a while back to but could never get it to accept what I selected, so I just concluded that for now it's simply not possible.
