settings > system > TV Out - what do you see there?

My guess is this is an ntsc vs pal issue.

The warning pops up that you need the TV OUT Cables, to perform opertation.

If you have the new cable plugged in when you go to the Video Out settings and your getting that message I'd say they sent you a defective cable.
