You need to scroll within TF3D to Settings. Then go to "Wallpaper" and it'll ask if you want to use the default wallpaper. Click "No" and it will bring up your picture album - just touch the pic you want to be your background. Remember, if you not using BG4All you'll only see the background on the Home screen. The Panoramic Mod is another option.

I'm not sure what ROM you are using. But if you're using Manila 2.1 then you can have to use HD Wall...
