How to load Win6.5

I have a New Palm treo T850 EWW CDMA with Bell Mobility , I tried to load win 6.5 using Rom update utility I get to the three colour screen then it goes to the % complete but nothing happens , Error , does the phone have to be unlocked or something
I need step by step instructions please
