Yes the one on the HTC website is a full rom, not an upgrade.
As far as rom installation and it relocking it, I'm not sure. I am not trying to be a smart a** but seeing as nobody has responded to your questions, why don't you just flash it and see what happens. The worst that can happen is that you have a locked, bone stock rom Sprint TP. |

Oh, it was more a question whether it's a stock sprint rom or not because according to the Tec at sprint the rom (“Hermann_C_SPRINT_WWE_1.03.651.4_ RS1.03.15F_SPCS_ 1 .53_0909_PRL60613_Ship.exe.zip”) was bad. I wanted to keep the HTC rom incase I have to return the phone after i start flashing....

Yup it's stock Sprint. Just make sure you download the appropriate rom from the drag down menu on the HTC website. Touch Pro (Sprint).

If you got a replacement device it will be locked so the only type of rom you can flash is a shipped rom. That is, unless you run the hspl unlocker then you can flash a custom rom.
