The Sprint version has a "Clear Storage" item in settings / system that supposedly wipes the card.

Why not (while running WM) plug in the phone to your PC via USB. Select "Use as Disk Drive" or whatever that selection is (NOT activesync or internet sharing) and then you'll get just the SD card as a "drive" in My Computer. Just right click on the drive and format... easy. |
