Clean OUT rom?

So I frequently I see recomendations to flash the stock rom between flashing different roms. The reason it seems is to use the stock rom to "clean" out any possible leftovers from the previous rom.

If this is true, wouldn't flashing the stock rom just leave possible remants of it when you flash a new rom?

Wouldn't something like a Clean OUT rom be better? Something that is as minimal as possible and with say a VERY large binary file in it. Something to put as little info as possible in, but use as much RAM as possible.

I'm sure the reason people recommend you go to Stock is so the stuff left over is what the other ROM cooker expects to be there since he's cooking expecting you are coming from Stock.
