Once you relock it, you would prolly have to use the same PC and the same phone or pay for it.

Once you unlock it, it's unlocked. You don't need to do it everytime you flash a custom ROM. You wont need to use the unlocker again unless you replace your phone, or use the relocker for some reason

For the SPCS device, you may have to re-do something to get GSM to work correctly. *may*

The unlocking process is done 100% on the phone, you're just using the PC to execute that process. Once its unlocked you can load ROM's from any PC, because its not the PC that prevents it in any way.
