if you install Advanced Config (http://forum.xda-developers.com/showthread.php?t=418151), there is a setting under the Input sub-menu that you can disable, or enable, this feature called "Auto Deploy SIP"

i just used advanced config and disabled the "Auto Deploy SIP". i then went into the reg and noticed that it added that dword and set the value to 1. so essentially that worked for me (vzw). this was annoying to me, thanks for the fix guys
