It sounds to me like the file might be in use while you're trying to overwrite it. Try removing poutlook temporarily from /windows/StartUp and possibly disable TouchFlo 3D (or Sense, etc.) from the Items on your Today screen. Then reboot your phone and try to copy it again right after you reboot.

Can you rename the old file? If you can do that, the move the new file, reset, and delete the old file. Might work. :)

This file contains things for SMS, email, etc that can easily break those functions. Be careful with whatever it is you plan to do with it.
