i was having the same problem even called htc support and they couldnt figure it out either. I installed the TP2 tweaks cab and never had the problem after that and it doesnt default to just ring only. hope that helps let me know if it does

Can anyone pinpoint what exactly in the Tweaks cab is fixing this, so those of us who do not want to use the Tweaks cab can still fix this issue?

I was able to get the setting to stick by editing two reg keys.

this is absolutely the best tp2 fix cab available thus far. Got mine Friday and never thought to search the problem, but lo and behold with 1 google query, here it is. Thanks a mil yo!

My vibrate and ring option doesn't work after installed the hack to remove the "text sent notification", if I power my phone off it resets back to ring, or if 30 mins passes it will also reset to ring. Is there a way I can fix this or remove the hack that i downloaded?

This worked for me, however it causes my voice command to stop "announcing incoming calls".....sadly i need this option more than the vib/ring to "stick" so i had to uninstall it :(
