Yes, if you can get anything off your device, PPCPimBackup may be your tool! Just copy the file to your phone and run the .exe from your device. Hope this helps!

if your manually copying and replacing your pim.vol each time you flash, try recopying. sometimes when you replace your pim.vol is becomes corrupt or something. but recopying has fixed problems for me when this happened

Copying PIM.vol is a bad idea. Always use a program like PIMBackup to prevent corruption issues. The reason you shouldn't backup PIM.vol is the way the file is written/read can be changed between different SYS builds or updates to Outlook on the phone. If you're just reflashing the same ROM, you most likely won't have any issues, but it's still better practice to backup using a different method.
That being said, you may be able to reflash to the ROM you backed up that PIM.vol file from before it got corrupted, place your version of the file back, and use PIMBackup to try to access the file. That SHOULD work if the file isn't severely corrupted
