VZW PRL update not over ther air?

Well i had to come up to Toronto canada last minute. I got my voice plan change while i was in the states, but then got up here and notice i was miss informed about my data working. My phone kept saying "device is registered on a voice service only network, data services are currently unavailable".

So I talk to customer service and got the plan all set up and my sim card activated(which i thought had already been done). But they said i need to do a *228 prl update which won't work here in toronto. My data is all working fine but the phone is still popping up the same error of device is on a voice only....

So i am trying to get rid of this error, i thought that finding a off the air update might be my best bet but if any one else has some tips i would love hear it.
