Are you asking if you can connect both your Garmin stand-alone GPS device and your phone to the same Plantronics bluetooth headset at the same time? If so, that would be more a function of the headset than the phone. If not, could you please more clearly define your system and your desired outcome?
EDIT: After re-reading the original request, I believe the question is can a bluetooth headset be paired with a bluetooth capable GPS device. What is the model of the Garmin unit? What does the manual for the GPS device say?

The Garmin Zumo that I had would accept incoming Bluetooth (microphone, phone book, etc.) but not outgoing (speaker). Some of the motorcycle guys were able to do a hack by plugging a Bluetooth transmitter into the external speaker jack of the Zumo. I don't know if other models are the same or not.
