your family member will not have any problems using the phone in another country using the local carrier's sim. the tp2 is unlocked for international use. and whether its a pre-paid sim or a post paid sim, he/she will be able to use it.

I use it in Mexico, the only thing needs to be done is the configuration, but the carrier or the family member can do it without a problem, also if it's unlocked you can change the rom without problems |

This is only true for the sprint tp2. The verizon tp2 is locked for foreign sims.
