Wifi and Data speeds the same

Help me out. when I connect to wifi its the same with data on or off. Does that mean that is the only speed it will handle or am I doing something wrong. My wireless computer gets 10,000 mbps my phone 3230kpbs. some one said they got almost 10,000 kpbs over wifi on touch pro 2. Help
