Right click on it, hit extract files. Then right click on the extracted file and click run as administrator. That should do the trick.

You need to flash a stock ROM before you relock.

i never loaded a custom rom, just unlocked the HSPL

you can just relock it. it still wont restore the factory setting tho. for that you need to do a hard reset.
