For a Theme it would be best to install it on the phones memory, Having it access from the SD card would more than likely create way more issues than you would want to deal with.

i put the HTCBlack theme on my SD Card and it worked. but it wasnt a cab i just put the .tsk file on the root of the SD (same place as .nbh flash files) and it showed up under settings > Home > Themes. I think for cabs it's probably best to install it to Device
