Will not vibrate for calls, texts

My phone stopped vibrating when I receive calls or texts in vibrate mode.

If in normal mode - I get my normal ring or notification sound for calls/texts
If in vibrate - I get the call or text just fine; it shows up on the screen but the phone does not vibrate.
I never use automatic mode

I know the vibrate function still works because if I soft reset I get the little test vibrate.

The only programs I have installed are:
-Epocrates
-Evernote
-the cab that shuts off the notification light
-the cab that lets you mark all messages as read
-Opera Mini
