Stop Titlebarlist from running?

Is there a way to stop TitleBarList from ever running on 6.5.5? I can close it with WKTask every time I reset my phone but was wondering if there was a program to turn it off or if there was a regedit somewhere to keep it from ever showing.

if it is a service it is listed under hklm-services. Then just add a dword Flags and make it a value of 4.

Any idea what it is called? Im looking and I can't find it in the Registry.
