ROM Eating Memory?

I couldnt find this specific issue while searching, so here goes

I find that my ram goes down even though I close all of my programs. For example, I start my phone up and it starts at 53% used ram. I use some programs and then close them. After 30 mins or so, I am at 73% with nothing opened. What gives? This never happened on my TP1

BTW, Im running Mr.X 2.5 rom and this issue has happened on every ROM i ever flashed including Energy's 2.1 rom. I hope its not a hardware issue.
