Internet Sharing Help Please

Ok I have deleted all the programs that my frien put in my phone but im still getting the same error i did a soft reset like 5 times already , What can I do?? Please Help!!!!
This is what i keep getting:

faiure. Your pcs vision

Start a browser, like opera, (don't close the opera browser) then go to internet sharing, it'll work.

I actually prefer the wifi route myself, works perfect.

no you dont undestand my phone is doing that all the time cant stop it im not even trying to connect to nothing i have soft reset like 10 time i just wont stop i dont know what to do.... I need some BIG HELP
