No luck, I tried all the different options and still no dice. The thing I don't understand is why chkdisk is not recognizing it as corrupt. I know this is a stretch, but is there any chance that since the card was shipped from China that it won't work in an American phone, or needs something else done to it for it to work here?

I have run into this exact same problem before, and unfortunately nothing in Windows no matter the flavor (2000,XP,Vista, or Windows 7) will fix the problem. If you have a friend who has a mac try using the disk utility which will likely make your card usable again, although you will lose all the data on your memory card. Just make sure the card gets formatted with the FAT file system. It works best if you go to the root drive and format which will create the drive you would see on your phone.

unfortunately, the card you bought is most likely a fake. i also was tempted into buying a 16gb micro sdhc from hong kong for about $16. after numerous errors, googling, formatting and re-formatting, i discovered this site:
http://sosfakeflash.wordpress.com/ the ebay seller i bought from--best2all8888--is listed as a known purveyor of fakes. of course i did look at the feedback ratings (not deeply enough, unfortunately), but i've since discovered that the seller bribes people who leave negative feedback to change their ratings, thus ensuring the gravy train continues. to confirm that your card is a fake, download and run this small app: http://www.heise.de/software/download/h2testw/50539 it's from a german software site (google h2testw.exe to comfort yourself that this is legitimate software) that writes to and verifies your card. here's what the software reports for my "16gb" card: Code:
