How to make a video call?

Using wcdma uim card, I think although it don't have front camera but at least it can watch other's? so it would be either make a "video call" or catch a "video call".

- but when other one make a "video call" to me, there's nothing happend on my phone, and he will got a "number busy" message after 3~5 dialing sounds.


And my thought is, it supports wcdma, and have a camera, so maybe it can make video call using that camera?

I meant the CDMA device, it can use wcdma uim, right? - but don't have front camera...

What do you mean by UIM?

Edit:
If you mean the R-UIM Card I don't think those are part of the CDMA standard in the USA..WCDMA(international CDMA) is slightly different

How would one even go about making a video call? Dont you need some sort of service that supports it... like Skype? Allthough, Skype video only works over PC..

For video call aside for VOIP you need to have Data + Voice...in current CDMA specs there is no support for that. WCDMA planned to go around that using the R-UIM which is like a CDMA SIM card.
