Verizon allows you to block 10 numbers for free before you even receive them, I'd hope the other carriers provide a similar service. I can add blocked numbers via my account on their website.

theres a dev on xda that does this and can auto-reply, fwd txt's, ect..
mobile receptionist http://forum.xda-developers.com/showthread.php?t=471440 but callfirewall is also a good xda app
