Just a guess, the drivers for making the ICS work are in activesync, normally it wouldn't even connect, but who knows in oyur case.
Aslo, go into network preferences on your computer and right click the network connection "Local area connection windows mobile....." and select "status", check the packets sent/recieved and see if both numbers are constantly increasing, if sent or recived says "0" then you have no data going back and forth, then click support and see if it has an IP address.
Last but not least, try a new usb cable, had a bod one once and it created all kinds of problems.
