Windows 6.5 Program Memory problem

I did the clear memory reset though the system settings, I used SBC backup. It was obviously changed when I did the restore, but it tells me nothing other than it started when i did the restore. If I had a choice, I would not do the restore, but all of my info is on the restore, so I don't have a choice. I don't know if it is just a setting that needs to be changed or what is causing it because the system tasks show that nothing is running yet I have no program memory...Can you give me an idea of how much program memory should be available with nothing running because even after the hard reset it was around 60mb which still seems very low with 180+mb available.
