The '1' is absolutely necessary from land lines, because they process the phone number digit-by-digit. It is true that the '1' is not logically necessary from cell phones, because cell phones transmit the entire digit string at once. Nevertheless, many carriers require the '1' simply to make their network as compatible as possible with land-line calling.
