As you see by my signature i don't have my tp2 in front of me. That option for sure needs to be unchecked. after unchecking that box that did it for me, I don't know what else to tell you.

every call i've ever made on my tp1 or tp2 or mogul has never had a 1 in front of it, thats a waste of an extra digit.

Have you done this:
This should make the AutoPrepend page available in phone options menu:
[HKLM/SOFTWARE/OEM/PhoneSetting] "ShowAutoPrependPage"= dword:0000001

This will disable the +1 prepend when dialing voicemail as well:
[HKCU/ControlPanel/PhoneExtendFunction/CDMA] "EnableOnePlusMDNVoicemail"= dword:00000000

normally if you add a <+> in fron tof the 1, followed by the 10 diigit number it should also work;

ie +1484-123-4567

If you are on a stock ROM, the Auto Prepend page may not be visible by default per the manufacturer. A few simple registry edits should take care of any +1 dialing rules. Below are the entries you should make using a registry editor:

[HKLM\SOFTWARE\OEM\PhoneSetting] "ShowAutoPrependPage" dword:0X000001

[HKLM\SOFTWARE\OEM\PhoneSetting] "AutoPrepend_1" dword:0X000000

[HKLM\SOFTWARE\OEM\PhoneSetting] "HiddenAutoPrependPage" dword:0X000001

[HKCU\ControlPanel\PhoneExtendFunction\CDMA "EnableOnePlusMDNVoicemail" dword:0X00000

Those entries will allow the Auto Prepend Page to be visible in the phone options and should disable the +1 in any phone calls. Hope this helps!
