ThrottleLauncher seems to b for the hero... can it b used on the TP2?

Uh? No, I do believe it is for Winmo and Throttle Lock is located towards the bottom. What you are seeing I believe is a Hero theme for Throttle Launcher. I haven't used Thr. Launcher but throttle lock works well for me.
