The whole point of the unlocker is to allow custom ROMs. You can only install official ROMs from your carrier without unlocking.

The unlocker that requires payment is the SIM unlocker. This unlocker allows you to use SIM cards for other United States GSM carriers. Until you use this unlocker, you cannot use a T-Mobile or AT&T SIM card in your TP2.

basically the unlocker only unlocks the ability to use un-signed roms. Only the official roms are digitally signed.
