I know it takes longer but I have always done this, even back in my days with the Cingular 8125 (HTC Wizard). But the stock rom for it had spl and radio included so I always would go back to stock, then install new rom and then upgrade to the radio that I wanted. I never had problems and alot of times people complained of issues that I didnt see on my devices. Don't know if it was from the way I flashed or was just user errors but it was quite ironic.

I've flashed about 15 times over the past 2 months and have never done this and have never seen an issue due to not doing it. I do see the same quirks with different ROM others do who have done it.
Personally I think this is an old wifes tale. The root cause for this OLD procedure was from ROMs where folks didn't run a Carrier Provisioning CAB. People that say it runs faster or no longer crashes etc. after they do this silly procedure is nuts. It also makes me uneasy with Mighty ROMs because he seems to firmly believe in it.

Yeah, as has been said, that's just a normal thing you should always do. Some ROMs leave things behind, or rather, some ROMs don't overwrite everything. Doing it this way gives a clean start and that is how you should start all flashes, unless you want artifacts from your previous ROM showing up. Flashing 15 times isn't exactly a lot, so once you have done more and tried more ROMs, you will see why you should do this. The problem arises mainly from trying different ROMs, not multiple flashes of the same ROM.

same as mswlogo i have never followed this rule of flashing back to stock ROM on any of my HTC devices(starting with Wizard) and with current TP2 i have flashed all of the available ROMs and some of them well over 5 times(Juicy, NRG, MM) without once encountering that problem. I just flash new ROM and dont even clear storage let alone flash to stock.
