What task manager is in Sprint-Tweaks2

The cab in the cleanup sticky thread has some custom task manager or notifier or whatever, where when you click the little icons it shows info about that icon.

I have Topaz now, but when you press the new message alert, nothing happens. Same with parlingo, nothing happens. Is it supposed to do nothing?
