VoiceCommand/Bluetooth TTS problems (Add TTS Delay?)

I have been trying to use MS Voice Command to read text messages, incoming calls, emails, etc. I frequently ride a motorcycle and listen to music on my blue tooth headset (S9).

The problem is that when a message or call comes in, Voice Command begins reading and then is overridden by the ringer (notification).

The sound gets bounced between the blue tooth headset and phone speaker, all the while, the TTS is being drown out by the ringer.

I have even completely turned off the notification (set to vibrate only) and get the same result but without the notification (sound bounces from blue tooth to speaker and back)

This make Voice Command completely useless. I have tried various ROMS, versions of Voice Command and another blue tooth headset, with the same results.

Anyone know of a way to hear the TTS through blue tooth while the ringer (notification) is heard on the speaker.
