Can't get 10-button Comm Manager to install

I grabbed the only 10-button Comm Manager .cab I've been able to find (links to it are all over the place) but when I try to install it I get an error message saying that I don't have sufficient privileges to do this. Do I just need to find a different .cab, or is there some setting I need to change? This hasn't happened with anything else I've tried to install.
