Bluetooth transfer speeds

So I go out and pick up a kensington bluetooth usb 2.0 adapter. According to wiki here are the speeds:

version 1.1: 1mbit/s
version 2.0: 3mbit/s

Whenever I beam a file from my mogul to the computer the data transfer rate is always 13-18kb/sec. Does anyone have a fix or explanation for these low speeds?
