Download this file:
ftp://Mogulrom:sprinttitan@files164....4_new_Ship.exe Once it is finished, then double click on the exe and it will flash the ROM. Just follow the steps and make sure that you have anything you need backed up, as it will completely wipe your device. Going to bed now, but if this doesn't work, hit me up tomorrow and we'll see what else is available.

Download and install WLM build 1400 it will fix your problem no need to flash your ROM hard reset or anything like that just install it and problem fixed.
