background picture always shaded?

no mater what picture I select as "use this picture as background" while using the windows mobile green theme and the HTC home 6tab pluggin it appears shaded. It is not a clear picture and appears to have a filter or tint over the background pic everytime. Looked through all the settings could not find anything to adjust this. Anyone know how to change?

Not sure about the theme but if I remember correctly, if you were to view the picture using the WM6 OEM picture viewer... (Open picture viewer first then navigate to the picture) when you select set picture as background, a secondary screen will pop up giving you the option to crop and select percentage of transparency. I don't believe this option is available it you select set picture as background from the file explorer.
