Do you have a utility program such as memmaid or sktools? they may help in the removal of left over registry entries. Memmaid 2.0 is free for 15 days (I think) and is fully functional - that might help.

I had an issue with something like this before and I think it's because the programs are selfish and they want to run on startup. Try going in with a file explorer to the startup folder and see if there's a shortcut to the program there. That solved my problem. Let me know because I was actually going to try out this picsel browser. Is it just not as good as you thought?

Picsel Browser
I have the same problem, I installed the browser and the removed it. I now get an error message pop up. I have gone into the registry and removed any and all files related to the browser. The message still keeps coming up. If i cant find a fix for it soon, im going to do a hard reset.
